I believe the Hero should talk, only because I have experience different games dealing with a nonvocal hero, such as Dragon Quest VIII, Legend of Zelda, and etc. It bugs me at first that the main character doesn't say anything in Dragon Quest VIII since the other side charcters can say whatever they like, but my response or choices will remain silent. However, as the game continues, I didn't mind the silent hero because they would reply my character's name on the comment. In Legend of Zelda, no one says anything, but the sound effects give the voiceless characters an impression and life through the alternating gasps or cheers.
However, I will always lean more to closely to voice over. When a character is speaking in the game, they bring another impression upon you. The deeper the voice, the maturer they sound. A squeaky voice will give audiences an impression that the character speaking is a bit childish. Some main characters are calm or energetic, which will liven the attitude and be a reminder of the type of person that person is. Another note, sometimes voices can be regonizeable by the way the character speacks and sounds like at the time, for example, Solid Snake speaking through the Commlink to his Hacker Friend.
